Exemption for Electric Cars

Qualifiers
You want to quote on a car that is electric
Treasury Laws Amendment (Electric Car Discount) Bill 2022 has passed
The car you are quoting on qualifies for an FBT exemption
Catch-e has not released the development change required for quoting exempt electric cars
Why is a workaround required?
Although you can already set a quote to be FBT exempt, the FBT Value still needs to be captured for electric cars that are exempt under the new legislation.
Electric cars will have an exemption for FBT Payable, but a Reportable fringe benefit amount is still required.
The quote and its subsequent contract must still store an FBT Value for FBT reports to return the required Reportable fringe benefit amount.
If a quote is marked as FBT exempt when it is created, the FBT Value will not be stored and reports will be incorrect.
Creating a quote
Create a quote with an FBT value
Enter the required quote details
Set Quotes / Contract FBT Type to either Statutory or Operating
Quotes / Vehicle FBT Value will calculate
Quotes / Vehicle FBT Value Lock should be checked to lock the amount
Update the quote to make it FBT exempt by setting Quotes / Contract FBT Type to Exempt
Editing a quote
Open the FBT exempt quote
Uncheck Quotes / Vehicle FBT Value Lock to unlock the amount
Set Quotes / Contract FBT Type to either Statutory or Operating
Make required quote changes
Quotes / Vehicle FBT Value will recalculate
Check Quotes / Vehicle FBT Value Lock to lock the amount
Update the quote to make it FBT exempt by setting Quotes / Contract FBT Type to Exempt

Employee Quarterly Troubleshooting
The Driver's Position Start and Position End form part of the calculation of days in the FBT Employee Quarterly report.
If the report shows unusual values for the Days this Quarter column, review driver position dates carefully to ensure they align with contract dates.
For example, if a driver starts after the report quarter, they will not appear and the surname may show as Unknown.
Statutory Rate
Statutory Rate and FBT calculations are used across quotes, contracts, and reports.
Quoting
When a quote is performed, the Statutory Rate is determined by:
Annual KMs (distance bracket)
Effective Date (rate year)
Contracts and Reports
When a quote becomes a contract, the Statutory Rate Date can refine calculations.
Blank or before 11/05/2011 → old rates apply
11/05/2011 or later → new Federal Budget rates apply
A scheduled job may populate this automatically, but it can be overridden.
Example scenario:
01/03/2011 contract entered
15/05/2011 vehicle delivered
01/07/2011 fleet takeover
Statutory Rate Date should remain 01/03/2011 to preserve correct treatment.
Note: Statutory Rate shown in the system is not always the same as the Operating Method FBT calculation. Employee Contribution is calculated as FBT Value × (100 - Business Usage)%.
